Revised Reward Disclaimer with Clarification Issued for the Disappearance of Sebastian Wayne Drake Rogers: Contact 911 or Authorities First

FOR IMMEDIATE RELEASE

April 18, 2025

Phone: (844) 922-3236

Philadelphia, Pennsylvania—AtNight Private Intelligence Agency, affiliated with One World Society, has formally released a revised and legally binding Reward Disclaimer effective April 18, 2025, pertaining to the reward initiative associated with the ongoing disappearance of Sebastian Wayne Drake Rogers, aged 15, now 16. This revision supersedes all prior language issued in 2024 or early 2025 and aims to clarify AtNight’s role, reward eligibility, and the mandatory law enforcement reporting requirements governing this process. However, it permits individuals who provided information prior to the revision to qualify, provided they promptly notified law enforcement.

AtNight’s reward program has been operational since September 2024 and operates independently of law enforcement. It consistently encourages and prioritizes compliance with local, state, and federal regulations.

Although the original disclaimer was technically correct in structure, it lacked plain-language clarity that could mislead the public into believing that tips could be submitted to AtNight before contacting law enforcement. This has never been our policy. However, it is our duty to make this unequivocally clear now.

Although the previous version alluded to legal alignment with federal investigative frameworks, it omitted the explicit requirement for law enforcement submission as a prerequisite. This oversight resulted in misunderstandings among certain members of the public and media, despite AtNight’s consistent emphasis—across its materials and digital assets—that 911, FBI, and local authorities must be contacted first in all non-theoretical, real-world tip situations.

AtNight and One World assume full responsibility for this confusion and are committed to providing clearer legal and ethical guidance in the future.

What Has Changed in the Revised Disclaimer?

Enhanced Security Measures and Compliance

Prioritizing Law Enforcement Collaboration

All tips must be reported to law enforcement authorities prior to AtNight. Submissions made to AtNight without proof of police or FBI contact will be automatically disqualified.

Clarifying Independence and Accountability

AtNight operates solely on behalf of the family of Sebastian Rogers, particularly his father, Seth Rogers. There is no coordination with law enforcement, federal or otherwise, beyond escalation of ignored or mishandled tips.

Expanded Claimant Verification

AtNight now includes mandatory biometrics, international database screening, and third-party digital forensic audits. Claimants must demonstrate that they have no familial or legal ties to suspects within a five-degree familial relationship.

Strict Disqualifiers

Submissions previously shared with media, monetized online, or altered in any manner are void. Intentional intelligence laundering, defamation, staged evidence, or public harassment of the victims or their families will result in permanent disqualification.

Updated Legal Structure and Payment Terms

AtNight operates under Pennsylvania registration and is in the process of legal incorporation in Delaware. Reward disbursements are deferred for 60 months following sentencing, unless the Board grants an extraordinary-circumstances waiver. Payments will be managed via third-party escrow, subject to independent audit.

Global Compliance and International Vetting

Non-U.S. claimants are now subject to the General Data Protection Regulation (GDPR), the Office of Foreign Assets Control (OFAC), and the Personal Information Protection and Electronic Documents Act (PIPEDA), as well as other cross-border validation measures.

Why This Matters

The revised Disclaimer safeguards public safety, ensures legal defensibility, and upholds investigatory integrity, while simultaneously incentivizing the return or recovery of Sebastian Rogers or the lawful prosecution of any individual implicated in his disappearance.

We kindly request that the public comprehend that any claim will not be considered valid unless submitted in accordance with the updated terms outlined in the new Disclaimer.

REWARD DISCLAIMER

Effective Date: April 18, 2025

Retroactive Coverage: All qualifying information submitted on or after September 4, 2024

This legally binding reward declaration (hereinafter “Disclaimer”) is issued as of April 18, 2025, by AtNight Media LLC (hereinafter “AtNight”), a limited liability corporation organized under the laws of the Commonwealth of Pennsylvania, with pending legal registration for corporate restructuring in the State of Delaware. AtNight operates as an autonomous field-operating division of AtNight Media LLC, a wholly owned and controlled subsidiary of One World Society, a joint cooperative entity finalizing merger and global integration with Original Media Group Corporation, a Pennsylvania-based nonprofit cooperative registered under applicable federal and state statutes.

This Disclaimer supersedes any and all prior statements, declarations, or representations issued by AtNight, AtNight Media LLC, One World Society, or any affiliated subsidiary entity. It is binding and enforceable across all fifty (50) U.S. states and applicable international jurisdictions, subject to compliance with local laws.

I. Purpose and Scope

This reward pertains to the confirmed and verified disappearance of:

•  Sebastian Wayne Drake Rogers, a minor male individual, and

•  Summer Moon-Utah Wells, a minor female individual.

AtNight offers this reward independently, acting solely on behalf of Seth Rogers, the father of Sebastian Wayne Drake Rogers, and not in coordination or partnership with any law enforcement agency, including but not limited to the Federal Bureau of Investigation (FBI), Tennessee Bureau of Investigation (TBI), Drug Enforcement Administration (DEA), United States Marshals Service, or any local or state law enforcement agencies. AtNight strongly emphasizes that all tips and information must first be reported to official law enforcement agencies before submission to AtNight, ensuring compliance with legal protocols and prioritizing public safety.

II. Non-Factual Corrections

  1. The original disclaimer stated the reward was “fully aligned with law enforcement operations.” This has been corrected to clarify that AtNight operates independently, with no direct coordination or alignment with law enforcement, acting solely on behalf of Seth Rogers.

  2. The original disclaimer implied potential collaboration with law enforcement. This has been revised to explicitly state that AtNight is a private entity working independently, with law enforcement as the mandatory first point of contact for tips.

  3. The reward amounts and conditions remain factual, as they are within AtNight’s stated commitments, but enhanced safeguards have been added to protect AtNight from fraudulent claims and legal risks.

Reward Structure and Threshold Conditions

The total maximum disbursable amount under this reward protocol is USD $500,000, with a standing committed pool of USD $447,000, allocated as follows:

  • USD $400,000 for qualified information leading to:(i) the live recovery of Sebastian Wayne Drake Rogers, or(ii) the lawful arrest, prosecution, conviction, and final sentencing (with all post-conviction remedies exhausted) of any person(s) legally responsible for his disappearance, harm, concealment, or abduction. If Sebastian is located deceased, the reward is reduced to 60% (USD $240,000).

  • USD $47,000 for information resulting in the confirmed live recovery of Summer Moon-Utah Wells.

III. Mandatory Conditions for Disbursement

The reward may only be disbursed if all the following cumulative conditions are satisfied:

  1. Law Enforcement Priority: The information must first be submitted to an official law enforcement agency (e.g., FBI, TBI, local sheriff, or police department). AtNight will not accept tips unless:

    1. Proof of submission is provided (e.g., Computer-Aided Dispatch [CAD] record, tip confirmation number, email confirmation, or sworn officer statement).

    2. The claimant certifies under penalty of perjury that the information was reported to law enforcement prior to contacting AtNight.

  2. Originality and Exclusivity: The information must be original, uncirculated, and not previously disclosed to media, private third parties, or any entities outside official law enforcement reporting protocols.

  3. Outcome-Based Criteria: The information must:

    1. result in the precise geolocation of either or both individuals named above, verified by law enforcement or AtNight’s independent investigation, or

    2. lead to the lawful arrest, prosecution, conviction, and final sentencing (with all appeals and post-conviction remedies exhausted) of any person(s) legally responsible for the disappearance, harm, concealment, or abduction of the named individuals.

  4. Originality and Exclusivity: The information must be original, uncirculated, and not previously disclosed to media, private third parties, or any entities outside official law enforcement reporting protocols.

IV. Enhanced Verification Process & Procedural Requirements

To protect AtNight from fraudulent claims, legal liabilities, and reputational harm, claimants must comply with the following rigorous verification process before any payment is considered:

  1. Sworn Affidavit: A binding, sworn, and notarized affidavit must be executed, attesting to:

  • The lawful acquisition of the information.

  • The exclusivity of the information (i.e., not shared with non-law enforcement entities).

  • The accuracy and completeness of the information.

  • The claimant’s compliance with all applicable laws, including mandatory reporting to law enforcement.

  1. Biometric and Identity Verification: The claimant must provide:

    1. Biometric identification (fingerprint and facial scan) conducted by a certified third-party vendor approved by AtNight.

    2. A government-issued Real-ID–compliant identification card or equivalent (e.g., passport).

    3. A signed consent form authorizing AtNight to verify identity through federal and international databases, including Interpol and OFAC sanctions lists.

  1. Digital Forensic Review: A third-party digital forensic review, conducted by an AtNight-approved cybersecurity firm, must confirm:

    1. The originality of evidence (e.g., no prior circulation on social media or public platforms).

    2. The integrity of media metadata (e.g., EXIF, GPS logs, timestamps).

    3. An unbroken chain of custody for all submitted evidence.

    4. Any evidence of manipulation, staging, or laundering disqualifies the claim immediately.

  2. Background Screening: Claimants must undergo a comprehensive background check, including:

    1. Criminal history review to ensure no involvement in the case or related crimes.

    2. Verification of no direct, indirect, familial, legal, or co-conspiratorial connection to any suspect or person of interest (within five degrees of separation).

    3. Confirmation of no employment, contractual, or legal representation ties to any suspect or investigative target.

V. Strict Disqualifier Clauses

To further protect AtNight, the following conditions automatically disqualify a claim:

  • Prior disclosure of the tip to any non-governmental party, including media, social media platforms, or private individuals.

Submission of edited, staged, backdated, or manipulated media or evidence.

  • Any connection to a suspect or person of interest within five degrees of relation (expanded from three to enhance scrutiny).

  • Employment, contractual work, or legal representation for any suspect or investigative target.

  • Intelligence laundering (e.g., tips passed through intermediaries to obscure the original source).

  • Claims associated with false, defamatory, or misleading public content about the victims or the investigation.

  • Any attempt to negotiate or pre-arrange a payout with AtNight or its affiliates.

  • Submission of tips directly to AtNight without prior reporting to law enforcement.

  • Claims from individuals under investigation or with pending criminal charges related to the case.

VI. Reward Governance and Deferral Conditions

To safeguard AtNight’s interests and ensure alignment with investigative priorities:

  • Payment Structure: Rewards shall be issued in a single lump sum via a certified financial instrument (e.g., cashier’s check or wire transfer) only after final ratification by AtNight’s Reward Audit Board.

  • Deferral Period: Payments will not be disbursed earlier than sixty (60) months following the date of final sentencing (or recovery confirmation) unless expressly waived by a unanimous vote of the AtNight Executive Board under extraordinary circumstances, such as imminent financial hardship to the claimant verified by independent audit.

  • Discretionary Authority: AtNight reserves the absolute right to suspend, reduce, defer, or deny the reward at any time prior to payment if, in the sole discretion of the Reward Audit Board, such payment would:

•  Compromise an active investigation.

•  Pose a risk to public safety or national security.

•  Undermine prosecutorial interests.

•  Violate any federal, state, or international law.

•  Result from fraudulent, coerced, or illegally obtained information.

•  Fraud Prevention: AtNight may require claimants to submit to a polygraph examination, conducted by a certified examiner, to verify the truthfulness of their claims. Refusal to comply disqualifies the claim.

•  Escrow Protection: The reward pool shall be held in a third-party escrow account managed by a licensed financial institution, with disbursements subject to independent audit to ensure compliance with this Disclaimer.

VII. Legal Limitations and Binding Instruments

To minimize legal exposure and protect AtNight:

  1. Tax Compliance: Claimants must complete IRS Form W-9 (for U.S. residents) or W-8BEN (for non-residents) and acknowledge full responsibility for all applicable federal, state, and international tax obligations. AtNight shall report all payments to the IRS and relevant authorities.

  1. Liability Waiver: No reward shall be paid until the claimant executes a perpetual, unconditional, and irrevocable liability waiver, releasing AtNight, AtNight Media LLC, One World Society, Original Media Group Corporation, and their officers, directors, employees, partners, attorneys, agents, or assigns from any and all present and future claims, grievances, or litigation related to the reward or its administration.

  1. Arbitration: Any disputes arising from this Disclaimer shall be resolved exclusively through binding arbitration under the Delaware Rapid Arbitration Act. Claims must be filed within six (6) months of the final determination (reduced from one year to limit exposure). No punitive, consequential, or incidental damages shall be awarded under any circumstance.

  1. Indemnification: Claimants agree to indemnify and hold harmless AtNight and its affiliates from any third-party claims, damages, or liabilities arising from the claimant’s submission, including but not limited to false information, intellectual property disputes, or privacy violations.

  1. Confidentiality Agreement: Claimants must sign a non-disclosure agreement (NDA) prohibiting public discussion of the reward process, claim details, or interactions with AtNight, with liquidated damages of USD $1,000,000 for breaches, enforceable in Delaware courts.

VIII. International Safeguards and Special Conditions

For claimants residing outside the United States, AtNight implements enhanced safeguards:

•  Compliance with international privacy laws, including the General Data Protection Regulation (GDPR), Personal Information Protection and Electronic Documents Act (PIPEDA), and Office of Foreign Assets Control (OFAC) protocols.

•  Use of vetted intermediaries, certified trust agents, or embassy liaisons to facilitate identity verification, sanctions clearance, and compliance with local laws.

•  Submission of a certified translation of all documents into English, notarized by a recognized authority.

•  AtNight reserves the right to deny claims from jurisdictions with high fraud risk or inadequate legal reciprocity, as determined by the Reward Audit Board.

IX. Final Authority

All decisions regarding claim eligibility, evidence integrity, chain of custody, and information authenticity are made solely by AtNight’s Reward Audit Board, an independent panel comprising legal, forensic, and investigative experts. These decisions are final, non-reviewable, and not subject to legal appeal. The Board may consult external advisors but is not obligated to coordinate with law enforcement, reflecting AtNight’s independent operation. This reward offer, extended solely by AtNight Private Intelligence Agency, a private entity incorporated under the laws of the State of Delaware, is explicitly and categorically unaffiliated with the FBI, any municipal, state, or federal law enforcement agency, or any nonprofit organization. The offer’s enforceability across all fifty (50) states of the United States is subject to the claimant’s compliance with all applicable local, state, and federal statutes, as well as the terms herein, and is administered exclusively through AtNight’s designated corporate counsel, whose interpretation of these terms shall be final and binding in perpetuity. AtNight reserves the right to amend, suspend, or terminate this offer at any time without prior notice, and no claim shall be recognized unless ratified in writing by AtNight’s chief executive officer within ninety (90) days of the satisfaction of all aforementioned conditions. Payment shall not be issued prior to the claimant’s provision of a tax identification number and execution of a liability waiver releasing AtNight, AtNight Media LLC, and One World Corp from any and all claims arising from this offer in perpetuity

A. Submission Protocol and Acceptance

•  Tips must be submitted to AtNight through a designated toll-free hotline (1-844-922-3236), available 24/7 or via email at mostwanted@manhunts.one (after notifying law enforcement).

•  AtNight reserves the right to reject incomplete, unverifiable, or non-compliant submissions without notice.

B. Public Notice and Ethical Commitment

By requiring tips to be reported to law enforcement first, AtNight ensures that official investigations take precedence, maximizing the likelihood of resolution while maintaining ethical standards. AtNight Poster

Please note that an additional unofficial poster will be created for Summer Wells, instructing individuals to contact the lead agency and provide their tips there. If they choose to, they may also contact AtNight. We have received tips about Summer since the beginning of the Sebastian case and have acted on each one, relaying them to the appropriate authorities when necessary. Summer Moon Wells, a five-year-old girl with blue eyes, short blonde hair, and last seen wearing a pink shirt and gray shorts (possibly barefoot), vanished from her home on Ben Hill Road in Rogersville, Tennessee, on June 15, 2021. Despite years of investigation by the Tennessee Bureau of Investigation and local authorities, Summer remains missing. In response to mounting public concern and intelligence analysis, OneWorld and Dog the Bounty Hunter have independently allocated $47,000 towards credible information that leads to her recovery or the arrest and conviction of anyone responsible. It is important to note that WeDo does not represent any individual or family in connection with the Summer Wells case. This effort is independent and unaffiliated with her family or legal guardians.
